What do my HOA dues pay for?

Your HOA dues pay for the care and maintenance of the common property of the development. This includes things like electric for the streetlights, mowing the common areas, the maintenance of the playground and storm water management areas, and snow removal for community owned sidewalks.

What is the deal with Parking?

The HOA owns the parking areas, and has the right to assign parking privileges. HOA members in good standing can use the parking spaces assigned to their unit.

Visitor spaces are not intended for use by residents, and should be reserved for Visitors.

When is trash picked-up?

Trash is picked up by the City of Frederick every Wednesday night LATE. Trash should be put out after 6pm Wednesday. http://www.cityoffrederick.com/index.aspx?nid=420

Recycling is picked up by Frederick County every other Friday during the day. Recycling should be put out after 6am on Fridays. http://www.learnmorerecyclebetter.org  There is an app available for your smartphone to make it easier to remember when pick-ups occur, & let you know when there are schedule changes because of holidays.

Yard waste is picked up is picked up by the City of Frederick on the 1st & 3rd Wednesdays of the month.  Leaves, plant trimmings and other compostable yard waste should be put in Kraft Paper Trash Bags and put out for collection.

What is an ARC Approval and how do I get one?

An ARC Approval is formal permission to change how your property looks on the outside. Members should get one for any changes they have made or plan to make. Common changes include new siding or trim, fences, garden features, trashcan enclosures, etc..

You can get an ARC Approval by completing and submitting the Architectural Approval Form, to Chrisse Hassett at Clagett Management. Most requests are automatically approved, but some borderline cases may be referred to the HOA Board of Directors for review.

Snow Removal…  Who does what and when?

Snow Removal is kinda complicated, because three different groups are responsible…  But once you understand it, it really makes sense.

City Responsibilities…
The City of Frederick is responsible for clearing the roads through the development.  This includes the travel lanes in all 4 courts.  However, residents may not shovel snow and/or ice into the travel lanes for removal.  Doing so may result in the city failing to clear and/or keep clear the travel lanes.

HOA Responsibilities…
The HOA hires a contractor to remove snow from the shared sidewalks.  The money to pay for this service comes from dues paid to the HOA by the Members.  If at the end of the season there are un-used funds in the snow removal budget, those funds are transferred into a special snow contingency fund.  This fund can then be used in the event that above average snowfall in later year(s) creates a need in excess of the funds allotted in the annual budget.

The HOA is responsible for clearing the following sidewalks and paths as well as the areas around the mailboxes…
The sidewalk along Orchard Way on the side closest to the development.
The sidewalk along McCain Drive on the side closest to the development.
The path connecting Horizon Drive to Apple Way.
The path connecting Apple Way to Blueridge Court.

Home Owner/Resident Responsibilities…
Home Owners/Members/Residents are responsible for snow removal from…
Their assigned parking spaces.
The walk up to their front steps (sometimes called a leadwalk).
The sidewalk which runs in front of their property.

If the sidewalk in front of your property is not cleared within 12 hours after the snow fall has stopped, the property owner may be assessed a fine by the City of Frederick.

Residents may not shovel snow and/or ice into the travel lanes for removal.  Doing so may result in the city failing to clear and/or keep clear the travel lanes.
